the VGA cam is for video calling .
to switch to the vga cam , Open Menu -->camera-->options --> use secondary camera
if your 2 MP has a shutter , then opening camera from menu closing the shutter , automatically opens the VGA camera

Umm i've owned a Nokia 6280 and i faced the same problem as you! The only way you can turn on the secondary camera is video call another 3g phone and you can see yourself, the picture is extremely tiny though.
