I not sure if I understand your question completely...
Are you asking for a non-GSM version of the Nokia 6280 - because it's UTMS & GSM - (http://www.3g4g.co.uk/Mobiles/Nokia/6280.html).
Do you desire for it not to be "un-locked"?

If you're talking about Verizon's Global cellular service plan (http://b2b.vzw.com/international/outside_us.html) then you'll have to purchase the Nokia from another source and integrate it to there service (which may not work as promised - read here: http://www.alleyinsider.com/2007/11/what-open-verizon-means-less-than-you-think.html
