It means you've entered your PIN incorrectly too many times, call Net 10.

DO NOT DO ANYTHING ELSE TO YOUR PHONE!! If you enter anything else in after the phone asks for a PUK code, you will damage the SIM card. Call customer care and after you verify the account, they should give you the PUK code. Don't bother writing it down and keeping it - they change often.
