I found some free softwares, but they do not work in Windoes XP.

There is a software called 66xx theme editor. It can be downloaded from dotsis for free. But u must have to login befor download. Registration is free.
This software works on XP. It only can edit a theme. To creat a theme, you have to download 'carbide' from nokia's developer's section.
However, dotsis is great.
