My Nokia 6822 (it has a flip open keyboard, I LOVED the phone) went through the wash accidentally in my jacket pocket. I let it dry out in the sun and ordered a new battery for it. But it won't turn on when plugged in new or old battery. Is it toast or is there anything that can be done to get it working again?

It wont. Do you have a warranty?

Yes and no. It might work for a little while after it has dried BUT you may lose certain functions. The components WILL begin to corrode and eventually will no longer work.

i did once..
i squeezed all water out and put in sun to completely dry.
i removed battery first....

This is the honest to god answer. Leave it next to your heater for a couple days to dry out and it may work. Do not attempt to turn it on till then. I've had several things I thought were ruined work after trying this. My daughter spilled a gallon of Kool-Aid onto my cellphone and it still works.

Sorry to be the bearer of bad news. I'm afraid you can no longer revive your nokia 6822. A similar thing happened to my friend with another nokia phone model and when she tried to have it fixed. But the phone technician told her that it's impossible to do that since the phone soaked in water (even though it was for only a few seconds). Based on my personal experience, I also failed to revive my old nokia phone when I accidentally dropped it in the beach. Although I have to admit that when we opened the phone and I saw the algaes stuck inside, it gave me tremendous joy because it reminded me of my wonderful days in Boracay--which is considered as one of the world's top 10 beaches.
