I have a nokia 6103 (w/ bluetooth) can i manage files on it or copy ringtones from my computer to it using a bluetooth dongle?

Its seems from your query that your computer doesn't have a Bluetooth device built-in. In that case you can buy a Bluetooth dongle, which you can plug in to one of your USB ports and this way your computer can communicate with your Nokia Bluetooth enabled phone and vice versa.
