Explain how a phone is unlocked and what it means?

Yes it can be unlocked. A locked phone is a phone that has been coded by the manufacturer to work with one particular system (carrier) only. Sometimes you can call the manufacturer and specifically request a phone from them that is unlocked. There are also a variety of different software programs that have been made to unlock the carrier locks from the phone. If you talk to the different service carriers a lot of them do not want you to have an unlocked phone...they want you to buy their stuff. Ebay has a huge selection of unlocked phones for pretty good prices. One thing to take into consideration is that a lot of the times when you have an unlocked phone a lot of the data features do not work. Even getting the tech support weenies on the phone to help won't work. Some times they get it running, sometimes they don't
